Windenburg is widely considered one of if not the best world in the game, and it's definitely one of the biggest.
It's also interesting to me that you think Windenburg is disappointing.
IMO, even though it's not my personal favorite, City Living is the best EP in the game because it has something for everyone. Plus you get a cool, large world, apartments, and a great selection of BB and CAS. You get several new semi-active careers, festivals, and the singing skill and karaoke bars.
It's interesting that you say that City Living doesn't have a ton of gameplay.
